Bamberg Declaration send to EU and CoE
Conference og INGOs of the Council of Europe
Freiburg i. Br., 2 November 2007
To
Mr Thomas HAMMARBERGCommissioner for Human Rights
Council of Europe
Mr Marcin LIBICKIChairman of the Committee on Petitions
European Parliament
Conc. Bamberg Declaration on German youth welfare offices (Jugendämter) and the ECHR
Dear Mr Hammarberg, dear Mr Libicki,
Both of you are monitoring the respect of Human Rights and the Rule of Law by Germany.
That is why I submit you the Bamberg Declaration concerning violations of the EuropeanConvention on Human Rights within the framework of the German child and youth protection, especially by youth welfare offices (Jugendämter). These are not isolated cases but show theproblem of a whole system.
Alerted by German citizens I am dealing with this matter since the beginning of 2007 and I amdeeply worried about what is going on. By reading the Bamberg Declaration you will notice thatthe problem is very complex and that it has also an economic aspect.
The problem of unjustified removal of children imposed by public authorities is a serious problemalso in many other countries.
Thus, in the United Kingdom a Government inquiry into Dr David Southall taking place at thisvery moment wants to find out if parents were falsely smeared as child abusers so that theirchildren could be put into care and misused for medical experiments.
Please give attention also to this matter.
I propose to give references and witnesses, some of them having made an application to theEuropean Court of Human Rights or a petition to the Committee on Petitions of the EuropeanParliament.Thanking you in advance for your attention and cooperation.

Effem34
